Minestrone Soup

1 pound ground chuck                                  
½ tsp garlic salt
1 quart water                                                
1 can garbanzo beans (drained)
28 oz can tomatoes                                       
1 can kidney beans (drained)
3 large carrots, sliced                                    
1 can green beans
2 8-oz cans tomato sauce                              
1 cup chopped green pepper
2 cups beef broth                                          
1 cup chopped celery
1 Tbs dried parsley flakes                             
1 cup chopped onion
¼ tsp pepper                                                  
1 cup macaroni (uncooked)
