Chocolate Covered Cherry Cookies

1-1/2 cups flour                                              
1 cup sugar
½ cup unsweetened cocoa powder                 
1 egg
¼ tsp salt                                                         
1-1/2 tsp vanilla
¼ tsp baking powder                                      
1 10-oz jar maraschino cherries (about 48)
¼ tsp baking soda                                            
1 6-oz package semisweet chocolate chips
½ cup softened butter                                     
½ cup Eagle Brand sweetened condensed milk
 
In a large bowl, stir together flour, cocoa, salt, baking powder and baking soda.  In mixer bowl, beat butter and sugar on low speed until fluffy.  Add egg and vanilla; beat well.  Gradually add dry ingredients to creamed mixture; beat till well blended.  Shape dough into 1-inch balls; place on ungreased cookie sheet.  Press down center with thumb.  Drain maraschino cherries, reserving juice.  Place a cherry in the center of each cookie.  In a small saucepan, combine chocolate chips and milk; heat till chocolate is melted.  Stir in 4 tsp cherry juice.  Spoon about 1 teaspoon frosting over each cherry, spreading to cover cherry.  Bake at 350º for 10 minutes.  Makes 48.
